Nearly every democracy in the world is built upon a written constitution, and constitutions have been at the core of citizens' demands for better governance in places as disparate as Kenya, Tunisia and Ukraine. With the Scottish National Party promising a written constitution in the event of a YES vote and other parties suggesting other possible options for constitutional change in the event of a NO vote, constitutional change looks certain to remain central to the political agenda in Scotland for some time to come.



But what is a constitution for? Is it a defensive charter to protect the basic structures of democratic government, or is it a transformative covenant for a better society? How can the Constitution sustain democracy and promote ethical politics while at the same time recognising and accommodating differences in society? What difference would a good Constitution make to the poor? How can the Constitution help ensure that the common good of the citizenry prevails over private vested interests?



In addressing these questions, this book sets out a vision for how Scotland could reconstitute itself. It emphasises the connection between the constitution, democracy and the common good, arguing that democratic self-government is the true prize, regardless of the relationship of Scotland to the rest of the UK.



This book not only makes a vital contribution to Scotland's current and on-going constitutional debate, whatever the outcome in September 2014, but also engages with fundamental questions of constitutionalism and democracy that are of enduring relevance to both citizens and scholars around the world.

    This book documents the remarkable story of a Woman's Relief Corps (WRC) chapter in Beaufort, South Carolina. The WRC is a national organization established as an official auxiliary to the Grand Army of the Republic (GAR) in 1883. A Woman's Relief Corps post has existed in the city of Beaufort, South Carolina, in various forms since 1892 when GAR Post David Hunter No. 9 was established in the city, with statesman Robert Smalls selected as Post Commander in 1894. 
    While much of the record of the early Beaufort WRC was passed on through the esteemed oral history tradition, in 2019 members commissioned a study with the purpose of ensuring their story would be documented in print form and told for many generations to come. That story intentionally centers African American women as lead agents of change and co-creators of the patriotic spirit, an important theme given the fact that historically the national WRC was primarily White-led, and in southern localities like Beaufort, completely segregated. 
    Beyond the Corps' main purpose of documenting their lived experiences as WRC members, this story is compelling in the larger context as the nation contends with changing notions of its national identity and definitions of patriotism.

The vast distances involved forced the Soviet political-military leadership to resort to new organizational expedients in order to control operations along the extended front. These were the high commands of the directions, which were responsible for two or more fronts (army groups) and, along maritime axes, one or more fleets.In all, five high commands were created along the northwestern, western, southwestern, and North Caucasus strategic directions during 1941–42. However, the highly unfavorable strategic situation during the first year of the war, as well as interference in day-to-day operations by Stalin, severely limited the high commands' effectiveness. As a consequence, the high commands were abolished in mid-1942 and replaced by the more flexible system of supreme command representatives at the front. A High Command of Soviet Forces in the Far East was established in 1945 and oversaw the Red Army's highly effective campaign against Japanese forces in Manchuria.The Far Eastern High Command was briefly resurrected in 1947 as a response to the tense situation along the Korean peninsula and the ongoing civil war in China, but was abolished in 1953, soon after Stalin's death. Growing tensions with China brought about the recreation of the Far Eastern High Command in 1979, followed a few years later by the appearance of new high commands in Europe and South Asia.
