    The Congress of Vienna aimed to establish a new framework based on the principles of legitimacy and a balance of power. Legitimacy referred to the restoration of rightful monarchs who had been overthrown by Napoleon, while the balance of power involved redistributing territory and influence in a way that would prevent any single country from threatening the security of the others. It was a delicate process, as the major powers had competing interests and varying visions of what a stable Europe would look like. Nonetheless, the common goal was to create a system that could provide long-term peace.
