The country’s infrastructure was ill-equipped to handle such widespread agricultural distress. The peasants, who made up the majority of the population, were already burdened with heavy taxes and had limited resources to survive such a crisis. With most of the population living in rural areas, food shortages hit them hardest, leading to widespread hunger and suffering.
