The title “Mwene Mutapa” was given to its rulers, signifying supreme authority over both the people and the land. Under this leadership, the empire became highly centralized, with the Mwene Mutapa holding absolute power while relying on regional chiefs to manage local governance. This political structure allowed for effective control over its vast territories and trade networks.
