Dr. Janet G Tharpe was born in Columbus, Georgia and moved to Knoxville, Tennessee when she was nine months old. She attended first through third grade there and then moved with her family to Huntsville, Alabama. After two years, her family moved to Oak Ridge, Tennessee to be closer to extended family.
