Dr. Arsalan Bayz Ismaeel was born in 1950 in Erbil governorate into a middle class family, in 1973 he achieved baccalaureate in Kurdish language in University of Baghdad. In 1975 alongside Khala Shahab, Jaafar and some other commanders of Komala got imprisoned by the Baath Regime till 1978.
