Acqua Tofana
The author of The Pardaillan, Michael Zvaco, was actually a French anarchist in the 19th Century once jailed for inciting the masses to kill the middle class. After serving his sentence, he quit politics and became a journalist and as such took to writing novels. He created the character of The Pardaillan to expose his humanistic thesis as well as his antimonarchy and anticlerical opinions. It is quite possible that these were the reasons why his novels have not been available in English...
