Synopsis

The war in Ukraine has highlighted Europe's urgency to diversify its energy supplies and reduce dependence on Russia. While, in such context, energy security has become a top political priority for Europe, energy resources from the Middle East and North Africa (MENA) region have drawn European countries' renewed attention. Boasting abundant oil and gas reserves, the MENA region will likely play a
leading role in Europe's current energy crisis. While MENA exporters' ability to increase their supply is limited in the short-term, more resources are likely to be available in a longer-term perspective.
As Europeans are scrambling for alternatives, this Report analyses the different implications for a number of MENA exporters of fossil fuels. As these countries have become even more central to Europe's energy security, assessing their prospects is of paramount importance, including not only their short-term role as suppliers of fossil fuels, but also their opportunity to accelerate along the path of the green
transition.
How is the current energy crisis affecting the role of MENA hydrocarbons producers as Europe's energy suppliers? How will Europe's needs in additional resources redefine energy geopolitics in the Middle East and North Africa? Which new prospects for their green transition?

Fundamental to the subterfuge perpetrated at Venlo were unsubstantiated but insistent rumours of high-ranking German generals plotting to overthrow the Nazi regime from within. After the humiliation suffered when Hitler tore up the Munich Agreement, British Prime Minister Neville Chamberlain was anxious to see just how much truth there was in these stories; keen to rehabilitate his reputation through one last effort to find a peaceful rapprochement with Germany.  When Franz Fischer, a small-time petty crook and agent provocateur, persuaded British SIS operatives in the Netherlands that he could act as a go-between for the British government with disaffected German generals, the German Security chief Reinhard Heydrich stepped in and quietly took control of the operation. Heydrich’s boss, head of the Gestapo Heinrich Himmler, was anxious to explore the possibility of peace negotiations with Britain and saw an opportunity to exploit the situation for his personal benefit.  On the day before a crucial meeting of conspirators and British agents on the Dutch-German border, a bomb exploded in the Bürgerbräukeller in Munich in the exact spot where Hitler had stood to deliver a speech only minutes earlier. The perpetrator was quickly arrested, and Hitler demanded that Himmler find evidence to show that the two events were intimately connected—the British agents were snatched hours later.  While the world was coming to terms with the fearsome power of German military might the British intelligence capability in northern Europe was consigned to the dustbin in the sleepy Dutch town of Venlo. Decrees were legislative acts of the highest Soviet institutions, primarily of the Council of People's Commissars (the highest executive body — Sovnarkom) and of VTsIK (the highest legislative body between sessions of the Congress of Soviets).
The Bolshevik Initial Decrees were announced as soon as the Bolsheviks declared their success in the October Revolution (October 26, 1917). The Decrees seemed to conform to the popular Bolshevik slogan "Peace, Land and Bread". The slogan succinctly articulated the grievances of the Russian peasantry, armed forces and proletariat.
The Bolsheviks were not opportunists but benevolent idealists; the point of the Decrees was to bring about a better quality of life for the Russian people. Regardless of which view is the more accurate account, it is clear from these opposing perspectives that the history of the Initial Decrees is a politically charged issue. This is perhaps because historians use the Decrees to try to discern whether the implementation of Marxist thought has totalitarian tendencies.
