    The Constitution makes Congress the principal federal lawmaker. Power has inevitably shifted to the executive branch agencies that interpret laws already on the books and to the courts that review the agencies' interpretations. 
     
     
     
    Since the Supreme Court's 1984 decision in Chevron v. Natural Resources Defense Council, this judicial review has been highly deferential: courts must uphold agency interpretations of unclear laws as long as these interpretations are "reasonable." But the Chevron doctrine faces backlash from constitutional scholars and, now, from Supreme Court justices who insist that courts, not administrative agencies, have the authority to say what the law is. Recognizing that Congress cannot help relying on agencies to carry out laws, Merrill rejects the notion of discarding the administrative state. Instead, he focuses on what should be the proper relationship between agencies and courts in interpreting laws, given the strengths and weaknesses of these institutions. Courts are better at enforcing the rule of law and constitutional values; agencies have more policy expertise and receive more public input. 
     
     
     
    The best solution, Merrill suggests, is not of the either-or variety. Neither executive agencies nor courts alone should pick up the slack of our increasingly ineffectual legislature.

    Neem Karoli Baba known to his followers as Maharaj-ji - was a great Hindu guru, mystic, and devotee of Lord Hanuman. He is very well known outside India for being the spiritual master of a number of prominent Americans who traveled to India in the 1960s and 70s, including spiritual teachers Ram Dass, Bhagavan Das, and musicians Krishna Das and Jai Uttal. His ashrams are in Kainchi, Vrindavan, Rishikesh, Shimla, Neem Karoli village near Khimasepur in Farrukhabad, Bhumiadhar, Hanumangarhi, Delhi in India, and in Taos, New Mexico. Maharaji was a lifelong adept of bhakti-yoga and encouraged service to others (seva) as the highest form of unconditional devotion to God. 
     
    There can be no biography of him. Facts are few, stories many. He seems to have been known by different names in many parts of India, appearing and disappearing through the years. His non-Indian devotees of recent years knew him as Neem Karoli Baba, but mostly as “Maharajji” – a nickname so commonplace in India that one can often hear a tea vendor addressed thus. Just as he said, he was "nobody". He gave no discourses; the briefest, simplest stories were his teachings. Usually, he sat or lay on a wooden bench wrapped in a plaid blanket while a few devotees sat around him. Visitors came and went; they were given food, a few words, a nod, a pat on the head or back, and they were sent away. There was gossip and laughter for he loved to joke.

    The constitutional balance of war powers has shifted from Congress to the president over time. Today, presidents broadly define their constitutional authority as commander in chief. In the nineteenth century, however, Congress was the institution that claimed and defended expansive war powers authority. This discrepancy raises important questions: How, specifically, did Congress define the boundaries between presidential and congressional war powers in the early republic? Did that definition change? 
     
     
     
    Casey Dominguez's Commander in Chief systematically analyzes the authority that members of Congress ascribe to the president as commander in chief and the boundaries they put around that authority. 
     
     
     
    Dominguez shows that for more than a century members of Congress defined the commander in chief's authority narrowly. But in a wave of nationalism during the Spanish-American War, members of Congress began to argue that Congress owed deference to the commander in chief. They also tended to argue that a president of their own party should have broad war powers, while the powers of a president in the other party should be defined narrowly. Together, these two dynamics suggest that the conditions for presidentially dominated modern constitutional war powers were set at the turn of the twentieth century, far earlier than is often acknowledged.
