Summary

In modern times, urban and state planning presents a significant challenge. City officials increasingly recognize the importance of organization as a means to foster harmonious coexistence among those who inhabit these spaces—whether as residents, visitors, or business patrons. 
According to Wikipedia, citing researcher Monique Felix Borin and journalist Valdir Sanches (published in Diário do Comércio in March 2014), the Municipal Code of Stances was an imperial-era legislation enacted in 1886. Its primary objective was to modernize the city of São Paulo by establishing standardized and uniform regulations. The document outlined various rules governing land use, public behavior, and municipal maintenance. 
Prior to this legislation, the County Standard had been introduced earlier that same year. However, a few months later, it was incorporated into the Municipal Code of Stances, which was considered a more comprehensive regulatory framework.
