Tematik olarak Bin Dokuz Yüz Seksen Dört, totalitarizmin, kitlesel gözetimin ve toplum içindeki kisi ve davranislarin baskici sekilde düzenlenmesinin sonuçlarina odaklanir. Kendisi demokratik bir sosyalist olan Orwell, romandaki otoriter hükümeti Stalinist Rusya'ya göre sekillendirmistir. Daha genis anlamda roman, siyasette hakikat ve gerçeklerin rolünü ve bunlarin manipüle edilme biçimlerini inceler.Hikaye, hayali bir gelecekte, dünyanin büyük bir kisminin sürekli savasa, her yerde hazir bulunan hükümet gözetimine, tarihsel inkarciliga ve propagandaya kurban gittigi 1984 yilinda geçiyor. Airstrip Öne olarak bilinen Büyük Britanya, Bireysellik ve bagimsiz düsünceye zulmetmek için Düsünce Polisi görevlendiren Parti tarafindan yönetilen Okyanusya adli totaliter bir süper devletin bir eyaleti haline geldi. Parti lideri Büyük Birader, var olmamasina ragmen yogun bir bireysel tapinilmanin tadini çikarir. Ana karakter Winston Smith, Partiden gizlice nefret eden ve isyan hayalleri kuran çaliskan ve yetenekli bir taban isçisi ve Parti üyesidir. Meslektasi Julia ile yasak bir iliskiye girer ve Parti iktidara gelmeden önceki hayatin nasil oldugunu hatirlamaya baslar.Bin Dokuz Yüz Seksen Dört, politik ve distopik kurgunun klasik bir edebi örnegi haline geldi. Ayni zamanda bir sifat olarak "Orwellci" terimini popüler hale getirdi ve romanda kullanilan "Büyük Birader", "Çiftdüsün", "Düsünce Suçu", "Newspeak, "Hafiza Deligi", "2 + 2= 5", "Proles", "Iki Dakika Nefret", "Tele-ekran" ve "Oda 101" gibi birçok terim, ortak kullanima girdi. Time, onu 1923'ten 2005'e kadar en iyi 100 Ingilizce romanina dahil etti.
