  The 2016 election of Donald Trump focused people's minds on populism, and most of the attention paid to the subject since has been on the threat it poses to wealthy democracies. In Democracy Unmoored, Samuel Issacharoff takes a far wider-angle view of the phenomenon, covering countries from across the globe: Brazil, Poland, Argentina, Turkey, India, Hungary, Venezuela, and more. Just as importantly, he focuses on populism's attack on the institutions of governance. Democracy requires two critical features: first, a commitment to repeat play such that political actors understand that what goes around comes around; and, second, institutional constraints so that the majority can prevail, albeit not by too much. Democracies must avoid the doomsday scenario in which the contending parties see the next election as the final choice between salvation and perdition.   Carcassonne today is the capital of the Aude department in the Occitanie region of southwestern France, about 58 miles from Toulouse. This land is also home to several legends and local traditions. When the earth is drenched by heavy storms, the crumbling red soil drifts into the River Aude, staining the water with crimson. This beautiful, yet haunting phenomenon, which the locals call the “blood of the Cathars,” is a symbolic reminder of the blood shed by these “heretics” at the hands of the Catholic Church. Despite the controversial events, and their supposed heresy, it seemed that the fall of the Cathars brought an everlasting curse upon the region. 
  In the 16th century, corruption, debauchery, and the general perversion of ethics were running rampant within the Roman Catholic Church. The public began to grow leery of the crooked church, and soon, they could no longer bite their tongues. Among the church's most vocal opponents was Martin Luther, whose publication of the 95 Theses gave rise to the Protestant movement. This reformed brand of Christianity gradually spread throughout Europe, planting flags across the continent. France was among the first to latch onto the movement, and these new-wave Protestants became known as the “Huguenots.” The exact origins of the Huguenot name is still disputed to this day, but most historians have agreed it is a French and German translation of the Swiss-German term, “eidgenossen,” meaning “oath-fellowship.” The Huguenots mostly resided in the southern regions of France, along with the northern regions of Normandy and Picardy. They shared quite a few similarities with the Protestant Walloons, who lived in what is now Belgium, but the two groups were unique communities. Even so, both groups frequently convened to worship together as refugees.

  The seven volumes of Studies in the Psychology of Sex by Havelock Ellis (1859-1939) that appeared between 1900 and 1928 were each a landmark in the more open considerations of sexual impulse in the Western world. And none more so than Volume 2, which appeared in 1900. It examined homosexuality, though Ellis more frequently used the term sexual inversion, which, at the time, had broader (but not derogatory) implications. 
   
  Actually, Ellis collaborated on the original text with the poet John Addington Symonds, an acknowledged homosexual, and although Symonds withdrew his name before publication, it is clear that Ellis’ sympathetic attitude towards the practice of homosexuality was influenced by his contact with artists such as Symonds. In fact, in his preface, Ellis writes unequivocally of the burden born by men and women who had to conceal their natural instincts because of the prevailing views of society. 
   
  Of course, over the past century and more, those views - and legal attitudes - have changed considerably. But it is fascinating to think what his original readers thought as they encountered the wide-ranging evidence from anthropologists, historians, doctors and psychologists. He notes homosexual practices among animals as well in human society, from Greeks to Eskimos. He refers to artists such as Michelangelo and Walt Whitman: Ellis titles one section ‘Among Men of Exceptional Talent and Moral Leaders’. He also draws on earlier reports from researchers including Krafft-Ebbing and Freud. Further discussions cover bisexuality and homosexuality in schools, the ‘Importance of the Congenital Element’, and inversion ‘as a variation or sport’. Chapter IV concentrates on ‘Sexual Inversion in Women’. And two appendices report unexpectedly on ‘Homosexuality among Tramps’ and ‘The School-Friendships of Girls’. 
   
  In fact, listening to this pioneering document in the light of 21st-century attitudes gives an important and striking perspective to the changes that have happened since - while at the same time highlighting the prejudice that still remains.
