  Reading is perhaps the essential practice of modern civilization. For centuries, it has been seen as key to both personal fulfillment and social progress, and millions today depend on it to participate fully in our society. Yet, at its heart, reading is a surprisingly elusive practice. This book tells for the first time the story of how American scientists and others have sought to understand reading, and, by understanding it, to improve how people do it. 
   
  Starting around 1900, researchers—convinced of the urgent need to comprehend a practice central to industrial democracy—began to devise instruments and experiments to investigate what happened to people when they read. They traced how a good reader’s eyes moved across a page of printed characters, and they asked how their mind apprehended meanings as they did so. In schools across the country, millions of Americans learned to read through the application of this science of reading. At the same time, workers fanned out across the land to extend the science of reading into the social realm, mapping the very geography of information for the first time. Their pioneering efforts revealed that the nation’s most pressing problems were rooted in drastic informational inequities, between North and South, city and country, and white and Black—and they suggested ways to tackle those problems. 
   
  Today, much of how we experience our information society reflects the influence of these enterprises. This book explains both how the science of reading shaped our age and why, with so-called reading wars still plaguing schools across the nation, it remains bitterly contested.

  "My good friends," the mustached, bony man with thick eyebrows and large, strong teeth somewhat reminiscent of those of a horse, shouted to the crowds from the second-floor window of his house at 10 Downing Street, "this is the second time in our history, that there has come back to Downing Street from Germany peace with honor. I believe it is peace for our time." The man addressing the crowd, British Prime Minister Neville Chamberlain, had just returned from the heart of Nazi Germany following negotiations with Adolf Hitler, and the crowd gathered outside the English leader's house on September 30, 1938 greeted these ringing words with grateful cheers. The piece of paper Chamberlain flourished exultantly seemed to offer permanent amity and goodwill between democratic Britain and totalitarian Germany. In it, Britain agreed to allow Hitler's Third Reich to absorb the Sudeten regions of Czechoslovakia without interference from either England or France, and since high percentages of ethnic Germans – often more than 50% locally – inhabited these regions, Hitler's demand for this territory seemed somewhat reasonable to Chamberlain and his supporters. With Germany resurgent and rearmed after the disasters inflicted on it by the Treaty of Versailles following World War I, the pact – known as the Munich Agreement – held out hope of a quick end to German ambitions and the return of stable, normal international relations across Europe. 
  Of course, the Munich agreement is now notorious because its promise proved barren within a very short period of time. Chamberlain's actions either failed to avert or actually hastened the very cataclysm he wished to avoid at all costs. The "Munich Agreement" of 1938 effectively signed away Czechoslovakia's independence to Hitler's hungry new Third Reich, and within two years, most of the world found itself plunged into a conflict which made a charnel house of Europe and left somewhere between 60-80 million people dead globally.

  In the autumn of 1940, Greece found itself thrust into the chaos of World War II when Italian forces, under the command of Benito Mussolini, launched an invasion from Albania. Despite being outnumbered and under-equipped, Greek forces mounted a formidable defense, pushing the Italians back and even advancing into Albanian territory. This unexpected success humiliated Mussolini and prompted Adolf Hitler to intervene, leading to a swift German invasion in April 1941. Within weeks, Greece had fallen under Axis control, divided between Germany, Italy, and Bulgaria. 
  The occupation marked the beginning of a dark chapter in Greek history. The country was strategically important, but the Axis powers showed little interest in the welfare of the population. The division of the territory resulted in inconsistent governance and exploitation. The Germans controlled key cities and transportation networks, while the Italians managed the majority of the countryside. Bulgaria, seeking territorial expansion, aggressively imposed policies of assimilation in northern regions. Each occupying force pursued its own interests, often at the expense of the Greek people. 
  From the earliest days of occupation, the signs of impending crisis were clear. The agricultural economy, already fragile, was disrupted by war and commandeered by the Axis to support their military campaigns. Transportation networks were dismantled or redirected to serve occupying forces, cutting off essential supply chains. Coastal blockades, imposed by the British to weaken the Axis, unintentionally contributed to the strangulation of Greek imports, especially food. The result was a country teetering on the edge of economic and social collapse.

  Emerging from France's catastrophic 1940 defeat like a bedraggled and rather sinister phoenix, the French State – better known to history as “Vichy France” or the “Vichy Regime” after its spa-town capital – stands in history as a unique and bizarre creation of German Fuhrer Adolf Hitler's European conquests. A patchwork of paradoxes and contradictions, the Vichy Regime maintained a quasi-independent French nation for some time after the Third Reich invasion until the Germans decided to include it in their occupation zone. Headed by a French war hero of World War I, Marshal Philippe Petain, and his later Prime Minister Pierre Laval, Vichy France displayed strong right-wing, conservative, and authoritarian tendencies, though it never lapsed fully into fascism until the Germans arrived to reduce its role to little more than a mask over their own dominion. Petain carried out several major initiatives in an effort to counteract the alleged “decadence” of modern life and to restore the strength and “virtues” of the French “race.” Accordingly, he received willing support from more conservative elements of society, even some factions within the Catholic Church.  
  Of course, not all French people proved willing to surrender to the Nazi invaders, however. While large numbers “collaborated” – working for German or Vichy companies to provide for themselves or their families – and some wholeheartedly backed the new regime out of opportunism, fascist conviction, or other motivations, many courageous French resisted the Nazis and the quisling Vichy state. At the same time, despite the legends, the French Resistance never grew into a single unified organization. Rather, it remained divided in several major and numerous minor factions, each with their own philosophy and agenda. While these factions all shared the same goal – opposition to the Germans their Vichy pawns – they viewed each other with some suspicion and sometimes cooperated only grudgingly.
