  The Age of Enlightened Despotism was a period in European history during the 18th century when absolute monarchs, inspired by the ideas of the Enlightenment, sought to combine their centralized power with reforms aimed at improving the welfare of their subjects. These rulers, often referred to as "enlightened despots," were influenced by the rationalist philosophy that emphasized reason, science, and progress. However, they did not embrace the democratic principles of the Enlightenment, opting instead to preserve their absolute authority while implementing select reforms to improve governance, society, and the economy. 
  At the heart of enlightened despotism was the belief that monarchs could act as benevolent rulers who used their absolute power to guide their countries towards prosperity and progress. These monarchs saw themselves as enlightened figures, tasked with leading their nations in line with the principles of the Enlightenment but without relinquishing control over the state. In contrast to traditional autocratic rulers, enlightened despots were often receptive to new ideas about governance, education, legal systems, and the treatment of their subjects. They embraced reforms that were designed to modernize their societies, often implementing policies that reflected Enlightenment thinkers such as Voltaire, Montesquieu, and Rousseau. 
  Frederick the Great of Prussia, Catherine the Great of Russia, and Joseph II of Austria were the most prominent examples of enlightened despots. Each of these rulers used their power to implement a range of reforms. Frederick, for instance, was known for his military prowess and his efforts to modernize the Prussian state, introducing reforms that improved the legal system, promoted education, and supported religious tolerance.

  Before the streets of Tehran echoed with revolutionary chants and the name of Ayatollah Khomeini became a global symbol of defiance, Iran was ruled by Mohammad Reza Shah Pahlavi—a monarch whose ambition was to modernize his country at any cost. Known as the "King of Kings," the Shah envisioned an Iran that could rival Western nations in technology, infrastructure, and global prestige. His White Revolution, launched in the 1960s, was a sweeping series of reforms aimed at rapidly modernizing the nation. Land redistribution, women's suffrage, industrial expansion, and increased secular education were all central to his vision. In the eyes of Western powers, especially the United States, he was a key ally and a symbol of stability in a volatile region. 
  But beneath this polished exterior, discontent festered. The Shah’s modernization efforts, while bold, were top-down and often clashed with Iran’s deeply rooted religious and traditional structures. Many in the rural population saw land reforms as chaotic and unfair, while urban intellectuals criticized the regime's autocratic nature. The clergy, once influential in shaping public life and morality, saw their role increasingly diminished. Religious scholars and conservative families grew uneasy as Western influence crept deeper into Iranian society, challenging long-standing cultural and Islamic norms. 
  Moreover, the Shah ruled with an iron grip. Political dissent was crushed by SAVAK, the brutal secret police known for its surveillance, torture, and disappearances. Political parties were neutered or banned altogether, and elections were often staged performances. Public criticism of the monarchy was not tolerated, driving opposition voices either underground or into exile. Despite vast oil revenues, economic inequality widened, and rapid urbanization led to overcrowded cities, job shortages, and growing disillusionment among the working class and youth.

  How can ordinary people, whom we consider "normal," unexpectedly commit repulsive and criminal actions that we would never have thought them capable of? The concept of evil is one of the great themes in history, philosophy, sociology, and psychology. We have always tended to categorize the perpetrators of evil as "the others," "them," bad people, monsters, and true villains who commit atrocities that "we" could never carry out. The German philosopher Hannah Arendt challenged this clear distinction between inherently good people and inherently bad people and introduced a new, original paradigm known as the "banality of evil." 
  Arendt's concept suggests that the vast majority of German soldiers who followed Hitler's orders and committed horrific crimes were not sadistic monsters but ordinary men, not much different from us. These normal men, placed within a context of hierarchy, modern bureaucracy, and obedience to authority, were capable of killings, abuse, torture, and inhumane treatment of victims. In essence, there were monsters, yes, but they were few, far fewer than commonly believed. Starting from here, we aim to answer how ordinary people can transform into real monsters. We will trace a path that leads up to the present day.
