  Vladimir Ilyich Ulyanov, known by his revolutionary name Lenin, was a pivotal figure in Russian history and a key architect of the Soviet Union. Born on April 22, 1870, in Simbirsk, Russia, Lenin came from an upper-middle-class family. His life and legacy are closely intertwined with the establishment of the first socialist state in the modern world. From 1917 until his death in 1924, Lenin served as the head of government of Soviet Russia, and later the Soviet Union, where he oversaw the transformation of the country into a one-party socialist state ruled by the Communist Party. 
  Lenin’s path to power was shaped by both personal tragedy and intellectual transformation. The execution of his older brother, Alexander, in 1887 for attempting to assassinate Tsar Alexander III profoundly impacted Lenin, pushing him toward revolutionary socialist ideas. In his youth, Lenin showed promise as a student but was expelled from Kazan Imperial University for his involvement in anti-Tsarist protests. He subsequently pursued a legal degree, which laid the groundwork for his later work as a political theorist. By 1893, he had moved to Saint Petersburg, where he became deeply involved in Marxist activism, organizing workers and intellectuals against the oppressive Tsarist regime.

Hundreds of children are expelled from childcare and preschool every day; a rate nearly three times that of kindergarten-twelfth grade students. Each child's expulsion is symptomatic of a larger crisis—an overburdened, underfunded, undervalued, and fragmented early education system. 
   
   
   
  In early childhood, expulsion is the result of a series of adult decisions made within constrained contexts and at times blind to downstream consequences: exhausted and underpaid teachers deciding how to expend their limited attention and energy in a chaotic classroom; administrators on razor-thin budgets deciding among hiring additional personnel, providing high-quality training, or investing in adequate classroom resources; fragmented state agencies separately deciding on standards and policies and allocating funds for early intervention and consultation services.

  America’s model of representational government rests on the premise that elected officials respond to the opinions of citizens. This is a myth, however, not a reality, according to James N. Druckman and Lawrence R. Jacobs. In Who Governs?, Druckman and Jacobs combine existing research with novel data from US presidential archives to show that presidents make policy by largely ignoring the views of most citizens in favor of affluent and well-connected political insiders. Presidents treat the public as pliable, priming it to focus on personality traits and often ignoring it on policies that fail to become salient. Melding big debates about democratic theory with existing research on American politics and innovative use of the archives of three modern presidents—Johnson, Nixon, and Reagan—Druckman and Jacobs deploy lively and insightful analysis to show that the conventional model of representative democracy bears little resemblance to the actual practice of American politics. The authors conclude by arguing that polyarchy and the promotion of accelerated citizen mobilization and elite competition can improve democratic responsiveness.
