حرية العقيدة وحرية ممارسة الشعائر الدينية لا ينفصلان عن بعضهما البعض، وذلك لأن حرية العقيدة تظل فكرة كامنة في النفس ومجرد فكر نظري بحت ما لم تكتمل بحرية أخرى ألا وهي حرية الإنسان في العبادة وإقامة الشعائر الدينية، وذلك لأنها تمثل المظهر الخارجي للجوهر الكامن في أعماق الإنسان الذي تمثله العقيدة. وتعتبر حرية العقيدة من الأمور الهامة لكل فرد بحيث لا يتحمل ولا يقبل المساس بها لأنها أعز ما يملك وأغلى شيء لديه، لأنه قد يصبر كثيراً على العنت والظلم وكبت آرائه وعزله عن شئون بلاده، إلا أنه لا يطيق المساس بعقيدته ولا حرمانه من ممارسة شعائرها الدينية. فحرية العقيدة من الأمور العظيمة في حياة الشعوب منذ قديم الزمن وذلك لأنها "مصدر العواطف النبيلة ومغرس المشاعر الطيبة، ومنبت الأحاسيس الشريفة فما من فضيلة إلا تصدر عنها ولا صالحة إلا وترد إليها". والعقيدة تكون قوية راسخة طالما صدرت عن اقتناع تام بدون ضغط أو إكراه من أحد بأي وسيلة من الوسائل ومن ثَمً تظل هذه العقيدة قائمة أمدًا طويلًا.Voir livre
