This debate has raged in Western Europe and in the United States at least since the late eighteenth century. Joseph F. Spillane examines the failure of progressive reform in New York State by focusing on Coxsackie, a New Deal reformatory built for young male offenders. Opened in 1935 to serve "adolescents adrift," Coxsackie instead became an unstable and brutalizing prison. From the start, the liberal impulse underpinning the prison's mission was overwhelmed by challenges it was unequipped or unwilling to face—drugs, gangs, and racial conflict.Spillane draws on detailed prison records to reconstruct a life behind bars in which "ungovernable" young men posed constant challenges to racial and cultural order. The New Deal order of the prison was unstable from the start; the politics of punishment quickly became the politics of race and social exclusion, and efforts to save liberal reform in postwar New York only deepened its failures. In 1977, inmates took hostages to focus attention on their grievances. The result was stricter discipline and an end to any pretense that Coxsackie was a reform institution.Why did the prison fail? For answers, Spillane immerses readers in the changing culture and racial makeup of the U.S. prison system and borrows from studies of colonial prisons, which emblematized efforts by an exploitative regime to impose cultural and racial restraint on others.In today's era of mass incarceration, prisons have become conflict-ridden warehouses and powerful symbols of racism and inequality. This account challenges the conventional wisdom that America's prison crisis is of comparatively recent vintage, showing instead how a racial and punitive system of control emerged from the ashes of a progressive ideal.

Of course, given its central location, the dynasty also faced numerous challenges, including repeated invasions by the Roman and Parthian empires, internal conflicts, and economic hardships. The dynasty’s resilience and adaptability enabled it to survive for nearly two centuries, leaving behind a rich cultural and political legacy that has endured in the region, even as its historical memory was overshadowed by its more powerful neighbors.  
    	After the collapse of the Artaxiad dynasty (at the onset of the 1st century BCE), Rome and the kingdom of Parthia engaged in a competition for political influence in the vast territory of Greater Armenia. The Parthian Arshakunis endeavored to expel Rome from the region, aiming to establish the dominance of their own lineage. The political strategy devised by Parthian King Artabanus III, however, remained unrealized, as his sons Vorodes and Arshak I, who held the throne in Great Armenia, were deposed due to the intervention of the Roman Emperor Tiberius. By inciting the Alban, Georgian, and other neighboring tribes against the Armenians, Tiberius facilitated the ascendancy of Mithridates, the brother of Iberian King Pharasmanes, to the throne of Greater Armenia in the year 36.  
    This set the pattern by which the Roman Empire sought to preserve its influence in Greater Armenia by employing foreign kings as proxies. In contrast, the Armenian people and their rulers strived to emancipate themselves from Roman hegemony and the dominance of their allies.

Some even believed that Tiwanaku predated the Great Flood, a theory influenced by biblical narratives. These early interpretations, though often misguided, helped cement Tiwanaku’s reputation as one of the most enigmatic ancient sites in the Americas. 
    During the nineteenth and early twentieth centuries, explorers and archaeologists began conducting more systematic investigations of Tiwanaku. Travelers such as Ephraim Squier and Arthur Posnansky documented the ruins extensively, producing sketches and maps that revealed the scale and complexity of the site. Posnansky, in particular, developed theories suggesting that Tiwanaku was over ten thousand years old, arguing that its architectural alignments reflected advanced astronomical knowledge. Though modern research has debunked these extreme claims, his work brought significant attention to Tiwanaku and laid the groundwork for future archaeological studies.
