  The pilgrims encountered Fengxian County where people had been suffering drought for three years. The county magistrate issued a notice to recruit masters to summon rain. The monkey accepted the challenge and asked a dragon king for help, but the latter dared not help without an order from the Jade Emperor. Then the monkey went to the Jade Emperor but was told that the magistrate had offended Heaven, so the county would have no rain until a mountain of rice, a mountain of flour, and a gold lock collapsed. The news dispirited the monkey until deities told him that kindness was a mighty power that could destroythe mountains and break the lock. The monkey returned to the mortal world and instructed the magistrate to heal his soul. The rice and flour mountains and the gold lock collapsed immediately. The Jade Emperor then ordered the deities of rain, clouds, and wind to deliver rain to Fengxian County, driving away the prolonged drought.
