Summary

The doctrine of familiar spirits was current in most ancient times. It is possible that immediately after the fall in Adam the imprisoned spirit of man began to assert its former freedom and ability. The old Scriptures depicted the witch’s character, gave warning of her blighting influence, and enacted heavy penalties against employing her agency. In Exodus, xxii. 18: “Thou shalt not suffer a witch to live.” In Leviticus, xx. 27: “A man also or a woman that hath a familiar spirit, or that is a wizard, shall surely be put to death; their blood shall be upon them.” In Deuteronomy, xviii. 9-12: “When thou art come into the land which the Lord thy God giveth thee, thou shalt not learn to do after the abominations of those nations. There shall not be found among you any one that maketh his son or his daughter to pass through the fire, or that useth divination, or any observer of times, or any enchanter, or a witch, or a charmer, or a consulter with familiar spirits, or a wizard, or a necromancer; for all that do these things are an abomination unto the Lord.”

It is interesting to note that Robert Clive started his career as a mere clerk in East India Company. Clive met the emperor at Allahabad and got the permission for himself and the East India Company, the Diwani of the three provinces of Bengal, Bihar and Orissa. The Diwani gave them the right to collect revenue and dispose of them without the responsibility for the provincial administration and without the appearance of complete annexation. The emperor, the suzerain authority, Shuja of Awadh and the Nawab of Bengal were links of an indivisible chain. The emperor was the central master while the provincial servants in the traditional Mughal hierarchy were Shuja and the Nawab. Now, Clive ensured that he could operate without the interference of any. It was a masterstroke!

The mission of the CIA has always been intelligence. Seventy-five years ago, in the year of its creation, the National Security Act gave the agency, uniquely in world history up to that point, a democratic mandate to pursue that mission of intelligence. It gave the CIA a special standing in the conduct of United States foreign relations. That standing diminished when successive American presidents ordered the CIA to exceed its original mission. When they tasked the agency secretly to overthrow democratic governments, the United States lost its international standing, and its command of a majority in the United Nations General Assembly. Such dubious operations, even the government's embrace of assassination and torture, did not diminish the standing of the CIA in United States public opinion. However, domestic interventions did. CIA spying on domestic protesters led to tighter congressional oversight from the 1970s on.
