  The Chavín civilization, one of the earliest and most influential cultures of ancient Peru, emerged in the Andean highlands around 900 BCE. It was a formative force in pre-Columbian history, laying the groundwork for later civilizations that dominated the region. The rise of Chavín was deeply connected to its strategic location, the innovations of its people, and the unique blend of religious and cultural influences that shaped its identity. 
  The Andean region, with its diverse geography of mountains, valleys, and coastal plains, played a crucial role in the development of early societies. The people who would come to form the Chavín civilization first settled in highland areas, where they mastered agricultural techniques suited to the challenging environment. The cultivation of staple crops such as maize, potatoes, and quinoa allowed for population growth and the establishment of permanent settlements. Llamas and alpacas provided transportation, wool, and meat, further supporting the stability of these early communities. Over time, these settlements evolved into more complex societies, characterized by social hierarchies and specialized labor.

  Richard Overy is not the first scholar to take up the title question. In 1931, at the request of the League of Nations, Albert Einstein asked Sigmund Freud to collaborate on a short work examining whether there was "a way of delivering mankind from the menace of war." Published the next year as a pamphlet entitled Why War?, it conveyed Freud's conclusion that the "death drive" made any deliverance impossible—the psychological impulse to destruction was universal in the animal kingdom. The global wars of the later 1930s and 1940s seemed ample evidence of the dismal conclusion. 
   
   
   
  A preeminent historian of those wars, Overy brings vast knowledge to the title question and years of experience unraveling the knotted motivations of war. His approach is to separate the major drivers and motivations, and consider the ways each has contributed to organized conflict. They range from the impulses embedded in human biology and psychology, to the incentives to conflict developed through cultural evolution, to competition for resources. The discussions show remarkable range, delving deep into the Neolithic past, through the twentieth-century world wars, and up to the current conflict in Ukraine.

However, the movement gained significant traction in the early 1930s during the Great Depression, a period of economic turmoil that called into question traditional governance models. During this time, scholars like Howard Scott and engineers from the Technocratic Movement in the United States called for the establishment of a technocratic society where engineers, scientists, and other experts would manage the economy based on data-driven decision-making rather than political influence. They believed that such a system would eliminate inefficiencies, social inequalities, and the corruption they associated with political governance.
