  How inequality was forged, fought over, and forgotten through public policy in metropolitan Chicago. As in many American metropolitan areas, inequality in Chicagoland is visible in its neighborhoods. These inequalities are not inevitable, however. They have been constructed and deepened by public policies around housing, schooling, taxation, and local governance, including hidden state government policies.In Structuring Inequality, historian Tracy L. Steffes shows how metropolitan inequality in Chicagoland was structured, contested, and naturalized over time even as reformers tried to change it through school desegregation, affordable housing, and property tax reform. While these efforts had modest successes in the city and the suburbs, reformers faced significant resistance and counter-mobilization from affluent suburbanites, real estate developers, and other defenders of the status quo who defended inequality and reshaped the policy conversation about it. Grounded in comprehensive archival research and policy analysis, Structuring Inequality examines the history of Chicagoland’s established systems of inequality and provides perspective on the inequality we live with today.

  The seven volumes of Studies in the Psychology of Sex by Havelock Ellis (1859-1939) that appeared between 1900 and 1928 were each a landmark in the more open considerations of sexual impulse in the Western world. And none more so than Volume 2, which appeared in 1900. It examined homosexuality, though Ellis more frequently used the term sexual inversion, which, at the time, had broader (but not derogatory) implications. 
   
  Actually, Ellis collaborated on the original text with the poet John Addington Symonds, an acknowledged homosexual, and although Symonds withdrew his name before publication, it is clear that Ellis’ sympathetic attitude towards the practice of homosexuality was influenced by his contact with artists such as Symonds. In fact, in his preface, Ellis writes unequivocally of the burden born by men and women who had to conceal their natural instincts because of the prevailing views of society. 
   
  Of course, over the past century and more, those views - and legal attitudes - have changed considerably. But it is fascinating to think what his original readers thought as they encountered the wide-ranging evidence from anthropologists, historians, doctors and psychologists. He notes homosexual practices among animals as well in human society, from Greeks to Eskimos. He refers to artists such as Michelangelo and Walt Whitman: Ellis titles one section ‘Among Men of Exceptional Talent and Moral Leaders’. He also draws on earlier reports from researchers including Krafft-Ebbing and Freud. Further discussions cover bisexuality and homosexuality in schools, the ‘Importance of the Congenital Element’, and inversion ‘as a variation or sport’. Chapter IV concentrates on ‘Sexual Inversion in Women’. And two appendices report unexpectedly on ‘Homosexuality among Tramps’ and ‘The School-Friendships of Girls’. 
   
  In fact, listening to this pioneering document in the light of 21st-century attitudes gives an important and striking perspective to the changes that have happened since - while at the same time highlighting the prejudice that still remains.

  Mamerto Gueritz - A Country...

  This is the story of Mamerto Gueritz, a country priest in the second half of the nineteenth century. His is a fascinating tale, with the adventures of his father and grandfather in Spain and the subsequent deeds of his children, framing the story of the man himself.
  
   
  However, Mamerto Gueritz also offers an illustration of the ways in which the Catholic Revival in the Church of England, the Oxford Movement, spread and took root in the remotest corners of the kingdom. His story tells a much wider tale of the renewal of the Church, the revival of a glorious liturgical heritage and the search for holiness which, for Gueritz and many of his peers, was the driving force behind it all.
  
   
  Mamerto’s father had been an officer in the Royal Guard of Spain but his opposition to the absolutism of Ferdinand VII meant that he and his family had to flee. The period between the time of Gueritz’ arrival as an infant refugee from Spain in 1823 and his death in 1912 may indeed be seen as the time of the emergence and flowering of what became known as the Oxford Movement. However, it was also a time of great conflict and change both in the Church and in society. Such change was not without cost and Mamerto Gueritz shared in it all, both in the battles in London and in his country parish, which proved anything but a safe haven.
  
   
  The reader with a straightforward love of history will find Mamerto’s story a significant addition to their store of knowledge. Those who read widely in Church history, particularly that of the nineteenth century, may find that what seems like familiar ground can be anything but!  The student of the Oxford Movement and the catholic heritage of the Church of England may yet find some further insight from hitherto unreported events and in Mamerto Gueritz find also an encouragement for the work of today.
