  The second of two debates between President Ronald Reagan and former Vice President Walter F. Mondale was held in Kansas City, Missouri on October 21, 1984. Edwin Newman was the debate moderator. Georgie Anne Geyer, Marvin Kalb, Morton Kondracke, and Henry Trewhitt were the four panelists who asked questions. 
  This second debate was on defense and foreign policy. Questions focused on the following topics: Central America, the Soviet Union, regions vital to U.S. interests, Eastern Europe, use of military force, Nicaragua, Lebanon, the president’s age, strategic missiles, the president’s leadership, illegal immigration, Armageddon, the Strategic Defense Initiative, nuclear freeze, support for U.S. allies, nuclear weapons, and closing statements. Reagan won a landslide victory in 1984 winning every state except Minnesota and the District of Columbia.

  Plutocracy, often described as the rule of wealth, refers to a political system in which economic elites hold significant influence over government decisions, shaping policies to favor their interests. This concentration of power is not limited to authoritarian regimes or monarchies but can also be observed in modern democracies, where wealth and power are deeply intertwined. In such systems, political decisions are often made in ways that protect and increase the wealth of the rich, while the needs and concerns of the broader population are sidelined. 
  The concept of plutocracy is not a recent phenomenon. Throughout history, societies have been dominated by a small group of wealthy individuals or families who controlled vast resources and used their wealth to influence political outcomes. Whether through the control of land, natural resources, or capital, the wealthy elite have been able to dictate the direction of national policies, often at the expense of the lower classes. From the Roman Empire to the monarchies of Europe, political power and economic power have often been inextricably linked. 
  In modern democracies, the influence of wealth on politics is more subtle but no less pervasive. Campaign financing, lobbying, and the revolving door between government and corporate sectors are just a few examples of how wealth can shape political agendas. Political campaigns are expensive, and politicians often rely on wealthy donors and interest groups to fund their campaigns. In return, these donors and groups expect favorable legislation or regulatory policies. As a result, the political system becomes more responsive to the needs of the wealthy, while the voices of ordinary citizens are drowned out.

  Venezuela’s history is one of dramatic shifts, from its early days as a Spanish colony to its emergence as one of the world’s largest oil producers.   Venezuela’s path to independence followed the broader wave of Latin American liberation movements. The 19th and early 20th centuries were marked by military dictatorships and internal conflicts, preventing the establishment of a stable government. However, the discovery of vast oil reserves in the early 20th century would drastically reshape Venezuela’s economic and political landscape.  
    
  With the discovery of oil in the 1910s, Venezuela saw rapid economic expansion, attracting foreign investment and transforming Caracas into one of the most modern cities in Latin America. By the mid-20th century, the nation was one of the wealthiest in the region, boasting a growing middle class and infrastructure that rivaled its neighbors. Yet, with prosperity came vulnerability. The economy became overwhelmingly dependent on oil revenues, leaving it exposed to fluctuations in global energy markets. Instead of using its wealth to diversify industries and strengthen institutions, successive governments spent recklessly, often prioritizing short-term political gains over long-term stability.
